Step 1: The applicant who wants to apply under the Rajiv Yuva Vikasam Scheme Offline, first of all, has to download the Rajiv Yuva Vikasam Scheme Form.
Step 2: After that, get a print of the application form and fill it form with all the required details.
Step 3: Now fill the required details (Corporation Name, District Name, Mandal/Muncipality Name, Aadhar Name, Applicant Name, Father Name, DOB and Other Required Documents.
Step 4: Candidates shall submit filled Application form along with required documents in concerned Mandal (MPDO Praja Palana seva kendralu)/ Municipal office.

Mandal Level Verification
- The mandal-level screening competition verifies the authenticity of the documents and the eligibility of the candidates.
- The committee will also assess the feasibility of the self-employment scheme selected by the candidate.
- The committee will make a list of eligible candidates, which will be forwarded to bankers for loan eligibility verification and approval in case of bank linkage schemes and then to district officers of the concerned corporation in case of non-bank linkage schemes.
- The concerned banker will give consent for sanction of a bank loan to all the eligible candidates only after the verification is done.
- The list that is prepared will be forwarded by the Mandal-level committee to the district-level committee along with non-cooperative bank account details.
District Level Verification
- The district-level committee will ensure the constitution of the selection committee at the Mandal level and ensure the selection of the beneficiaries is done within the time frame.
- The district-level committee will finalize the list of beneficiaries based on district-wise targets for both bank-linked and non-banking schemes.
- To ensure the availability of self-employment units, multiple similar self-employment schemes will not be sanctioned within the same village.
- Based upon self-employment schemes selection, the beneficiaries have to be given orientation training ranging from one week to 15 days before grounding, duly stabilizing necessary up with hand-holding agencies for ongoing support.
- The district collector will issue the final sanction after obtaining approval from the charge minister of the specific district.
- The district-level consultative committee meeting shall be convened to expedite the release of the loan amount to the beneficiaries, and the same shall be continuously monitored.
Training Process
- The selected beneficiaries will be imported to required training ranging from one week to 15 days through the empaneled training institute.
- It is compulsory for all the selected citizens to go through the EPD training before the grounding of the scheme.
- The district collector shall prepare a detailed calendar of training for each of the groups of beneficiaries who have been grouped together based upon the line of activity chosen.
- Recognized state and central government institutions shall provide sector-specific training for different self-employment schemes.
