The Odisha state government launched the Odisha Antyodaya Gruha Yojana 2025. To provide pakka house to all the citizens of Odisha state who are living in rural areas the Odisha state government has introduced the Odisha Antyodaya Gruha Yojana. With the help of this scheme, the Odisha state government will help those citizens were currently living in kutcha houses and are financially weak. The chief minister of Odisha state Mr Mohan Charan Majhi has recently announced that the scheme will be released by the end of March. All the citizens to clear the eligibility criteria a requested to visit the official website and fill out the application form online.

Official Launch of Antyodaya Gruha Yojana

During an event in Kalahandi, the Odisha state government Panchayati Raj Minister Rabi Narayan Naik informed the citizens that the scheme will be launched by the Odisha state government on 30th March 2025. According to the Minister in the initial phase of the scheme, the Odisha state government will benefit a total of 50000 citizens across the Odisha state. All the citizens who are suffering from critical ailments, the differently-abled, widows, and those affected by natural calamities, fire incidents, and elephant attacks will be eligible to receive the benefits under this scheme. In the housing assistance of INR 1.2 lakh will be given to the selected beneficiary under the scheme.

Objective of Antyodaya Gruha Yojana

The main objective of launching the Antyodaya Gruha Yojana is to uplift the social status and standard of living of the citizens of Odisha state who are living in kutcha houses. This scheme will make sure that all the citizens of Odisha state will live in a pakka and properly constructed house rather than living in the kutcha house. The financial benefits under the scheme will be transferred directly to the bank account of the beneficiaries through the DBT process. The budgetary provision of INR 2603 crore was set up by the Odisha state government under the scheme.

What is Pucca House Means?

Aap pucca house is a house where, both the wall and roof are pucca and the house is capable of withstand normal wear and tear due to usage and natural forces including climatic conditions for a minimum period of 30 years. The house must be made of materials like brick, and stone with a cement bonding. The roof must be made of RCC materials.

What is Kutcha House Means?

A Kutcha house is a house where either the wall or roof is kutcha and the house is not capable of providing safety to the dwellers during natural/ man-made calamities. The walls of kutcha house must be made of any material where bonding is other than cement. The roof must be made of a material like straw/ bamboo/mud /grass/polythene /asbestos /GCI sheet/tile or any other material other than RCC.

Eligibility Criteria

Eligibility for New House under Specific Categories:

  • Forest Right Act, 2006 (FRA) beneficiaries.
  • Households with a PwD (minimum 40% disability) as the main earning member.
  • Lower-income group households left out of ongoing government rural housing schemes.

Eligibility for New House Despite Previous Allotment:

  • Households with severely damaged houses due to calamities (fire, floods, cyclones, etc.).
  • Victims of river/sea inundation need relocation.
  • Households relocated for government projects (highways, irrigation, etc.).
  • Households living in sanctuary/reserve forest areas.

Ineligibility Criteria

  • The citizens living in pucca houses.
  • The citizens with any member as a regular Government/PSU/Statutory body employee or drawing a monthly pension.
  • The citizens possess a motorized four-wheeler.
  • The citizens possess mechanized three/four-wheeler agricultural equipment.
  • The citizens with non-agricultural enterprises registered with the Government.
  • The citizens with any member earning more than Rs. 15,000 per month.
  • The citizens own 2.5 acres or more of irrigated land, or 5 acres or more of un-irrigated land.
  • The citizens who have already availed of housing assistance under any other Government Rural Housing Scheme.
  • The citizens relocated to set up Government projects and own a pucca house in another locality.

Process of Installment Release

Time Period of Construction

  • The houses under Antyodaya Gruha Jojana will be ordinarily completed within 12 months from the credit of 1st installment to the beneficiary, account. The beneficiary constructing a bigger house must be advised to complete the core house with a carpet area of at least 25 square meters and go for an extension subsequently.

Beneficiary Selection Process

  • The Collector-cum-Disrrict Magistrate will submit the list of eligible beneficiaries after due scrutiny and justification to the PR & DW Department for sanction of new houses under Antyodaya Gruha Jojana.
  • PR & DW Department will obtain an order from the Chief Minister on the proposal submitted by the Collector-cum-District Magistrate and will communicate the decision to the concerned district.
  • BDO concerned will sanction the house in favor of eligible beneficiaries after following due procedure.

Offline Application Process

STEP 1: Panchayat Samities, under the supervision of Zilla Parishad and Panchayati Raj, are the implementing agencies for the scheme.

STEP 2: First, the BDO identifies eligible beneficiaries, cross-checks documents, and enters details in the RH portal.

STEP 3: The tagged officer geo-tags the construction level linked to the installment, and BDO generates the Fund Transfer Order (FTO).

STEP 4: Beneficiaries can avail other relevant schemes (e.g., Rural Sanitation, Drinking Water, Ujjwala) if eligible and not already availed.

STEP 5: Houses must be constructed by the beneficiaries themselves on individual or family plots, with no contractor involvement.

STEP 6: Allotment is preferably in the name of the female head of the household; if absent, it can be joint or in the male headโ€™s name.

STEP 7: The Collector submits the list of eligible beneficiaries to the PR & DW Department, and BDO sanctions the house with an online work order.

STEP 3: Now get a print out of Antyodaya Gruha Yojana form and fill the required details carefully.
